  Japanese state dysfunction for these years needs certain improvements in policy making. In order to make them effective scientific policy studies should be required.
 In this context system dynamics and systems thinking will usually be of help both to the technocrats in the government and to the people in the streets. To equip the latter with software and instruct them to use it will result in the reduction of political apathy and will activate the participation in the policy process. Actual policy improvement should actually be carried out only through such social feedback.. This book is to provide them with such software, with explicating the concept of exponential delay, with exposing the step to modeling, and with disclosing my software itself.  A CD-ROM is also attached.

Dr.Khalid Saeed gives the presentation at Senshyu University in TOKYO.
Dr. Saeed contributed very much to ISDC1995 in TOKYO as Program Chair. Now he is Dean of Social Science and Policy Studies Department, Worcester Polytechnic Institute and visits Japan to join Nihon University International Symposium focusing on "Security of the Earth and Mankind in the 21st Century."
